It's hidden. You could unhide it by entering chflags nohidden ~/Library/
int the terminal or typing ~/library in the go option, cmd shift g from the finder. Personaly it' should be hidden so that no mistakes are made when removing files. That library folder is equivalent to the registry and other forms of storing important things having to do with apps on other platforms. Take care.
