It can be, but no it generaly is not. I don't know the history of ftp, how ever 
I do know you do not need a website. Many of us use ftp accounts for websites 
as you can resume if your connection broke. wheres with http and https 
uploading and downloading, generally, good luck. lol!

Let's say I'm at school and need to transfer something from the computer at 
school to my house computer If the school lets me if they did not block the 
port, I just log in via transmit on my mac at school for example, upload the 
file(s)  to my ftp directoy at home and I have it
 to finish.
