You need to go to Voiceover Utility and then find the Voice settings. If you customise the voice you will find a table with which you can interact which will show a list of available voices. You can then check these Voices and the Mac will download them. It is a little bit awkward with a need to interact and uninteract in and out of the table to view the options but if you investigate around there you should be able to find what you need.
