Would that be why when I tried creating a table and I tried making the top
row of the table be a header row, VO didn't indicate this? I thought maybe
it was because I really hadn't made a table header row, and didn't know
completely what I was doing. Could it be that in actuality, I did indeed do
it, but VO just didn't tell me so?

One thing that doesn’t work at all is headings. If, for instance, you have
an Office document, and it has multi-level headings, VoiceOver does not read
them. It does, however, now read lists extremely well. That, at least, is a
very big improvement.
