Actually like I said I got it to work. Simply hit the ok button with vo off by 
hitting space after you tab to there with vo on, then turn vo off, then turn vo 
on after 30 seconds and it works. I have been able to remove the user with vo 
on so it only happens on account creation. Isn't apple a diag zip file of my 
system to have them troubleshoot as well by running a few sudo terminal 
commands. the fix is simple really, for now anyway, I hope they do fix it 
though as it will not be obvious to the beginning user.
