Hello Sarah,

When you insert a footnote, VoiceOver announces it as a link in the document 
but does not recognise it as such.

When you encounter a footnote in your text, navigate to it and press VO-Space 
to read the footnote itself.
To return to your document, interact with the footnote, go to First Visible 
Item, Bring the mouse and double-click using the track pad. Interact with your 
document again and you’ll be back on the link to the footnote.
