I found that on pressing Enter I could indeed edit the name of a file but I
am unsure what you are saying re VO keys and down arrow as I tried this too
but nothing seemed to happen.

You hit the enter key on the folder you want to rename. This also works
for files. at this point you can start typing and it will replace what is
there. If you want to just change it hit voiceover keys and down arrow to
interact with it and add or remove what you need to. Then hit enter and it
should be all good.
