Try this.

1. highlight the disk you want to drag.

2. press vo cmd shift space on the disk. you should hear mouse down.

3. execute the same command on the table but don't interact. You should hear 
mouse up and the disk should, should being the keyword, be dragged over to the 
table where you want your set up to happen.

Hope that helps. If not there has got to be a way to do this with voice over. 
if not I'd call the apple accessibility hotline and report this and show them 
what you are trying to do. They will forward your concern. I hear they are very 
nice and knowledgeable and will test the bug with you to find any work arounds. 

Remember when dragging and all of that, make  sure to use your voice over 
rooting commands to rout the mouse where it needs to go.
