When I had to do this I clicked the comment thing in the frame, then waited for the edit text field to come up. I can't figure it out eatehr and contacting google is of no help as they get my messages but brake more then they fix in terms of access and youtube.
I would use youplayer on ios to comment. I"m still trying to link a video I did to use it as a video response but you need to hover ther mouse over something and I can't figure out how to do this with voice over. Sorry that did not help much, but those are also my observations.
