Ok, tried it last night and Filer Lite worked just fine for me.
I am sure there may be a couple more ways of doing this, but what I did was:
1. navigate in Safari to the download page.
2. Double tap and hold on the download link.
3. Switch to Filer Lite, you will be on the link tab, and the URL will
automatically be filled in for you.
4. Tap the download link. The file will show up in Transfers tab, and
after complete will show up in the Files tab.

Personally, I found the Web tab to not be accessible. So, I don't
think we can use the Web tab to navigate to the site and click the
link to begin the download.
