You can do one of three things.
All of these do not require sighted assistance. I will list them in the order 
of the ease in which to accomplish them.
First: press the home button three times rapidly. This does not require cited 
assistance, and should turn voiceover on. This is set by default, I believe, in 
the majority of newdevices.
Second: if Siri is enabled, and you have Wi-Fi, you can tell Siri to do it. A 
good way to check and see if you have Siri is to press and hold the home 
button. If it says that Siri is not available because you are not connected to 
the Internet, then try step three. You will not be able to get Internet without 
voiceover.
Third: connect your iPod to a computer. Do not allow it to sink, but you can 
then choose a voiceover in the configure accessibility dialogue.
