Isn't Skype now a Microsoft product?
I believe that MS dropped support for Skype, and the State Of Nebraska state 
agencies are blocked from using Skype.
I found this out when I purchased an I.D.Mate Quest for a client, planning 
on my client using Skype for some assistance, and I could not get it to 
work, there was no Skype in the menus, so I called Envision America about 
it, and they said since Microsoft no longer supports Skype, that they 
dropped it from their product.
So perhaps Skype is down for all networks.
I am just speculating though.
