There's nothing comedic about this situation of yours. For you or for any other participant at eBay ( or any other online trading system either)
Usurious shipment schemes are the way a growing number of eBay sellers seem to make their living. That and misrepresenting the goods they are flogging. (These are often the guys who won't give feedback until they've received feedback, just to put extra pressure on the buyer)
It's important for everyone to make it perfectly clear to the other party that you see through their ruse. Polite emails pointing out your position followed by direct phone call or fax if you have the numbers. At the same time, to guard you feedback rating, you must not jump on the flaming-email-neg-feedback wagon too soon and make sure that you keep good records of every detail of the transaction. I believe people do read feedback and, as long as you word it well, can make the right conclusion about who was the wronged party. Don't forget you can make follow up feedback as well.
I've never had a need to go as far as filing complaints or bringing in Squaretrade, but a threat to do so gained me a refund on one deal (a different situation from yours) Emails weren't being answered in this case. It took a fax and a phone call to get action. Of course I was not reimbursed for any extra costs incurred in the deal including the difference in the exchange rate between the time of the payment and the refund. Not completely satisfactory - cost of doing business.
