This isn't true. I was recently given a stripped down G4 tower (no
RAM, no HD, no keyboard/mouse), and I thought I could use any USB
keyboard. If you don't get a Mac a keyboard you may have issues
opening up the internal CD/DVD which uses the Mac keyboard "eject"
button (which is supposedly equivalent to the F12 key, but YMMV) (yes,
I know you can also hold down the mouse key while powering up the
computer to force the door open, but if you haven't gotten the OS
installed yet and you slap the wrong CD in there, you're out of luck).
I also had issues using a non USB keyboard with my 10.3 install CD's as
it had issues with the keyboard until the complete OS was installed.
Now, any *mouse* will work fine. I plugged in my Logitech and had no
problems; installing the required mouse drivers only enhanced the
experience.
