If one blocked attachments and if someone was just sending a particular wallpaper or logo in their message how would one know this from an 'unwanted' item? Wouldn't some of the messages be rendered unreadable then? I thought pics and other potential nasties can be embedded in html and therefore just allowing/receiving them would be the damage done (for example IIRC, Mail can be set up to load pictures in the message window without having to 'open' the attachments sent along with the message but only if html messages are allowed (ie Apple e-news newsletters), eliminating the need to specifically 'click' on a link or such but I may well be just shooting off again. Also some have literally thousands of fonts installed and others have less than a hundred...compatibility would be an issue? I only belong to a few lists but they are all plain text.
