First thing to know - it will almost certainly be prohibitively expensive, 
most data recoveries I ever heard of ran into the thousands easily.
Depending on the fault, the drive usually either has its logic board replaced 
if no mechanical fault is in evidence or the platter(s) are removed and 
installed in an identical working unit.
No doubt these days someone has come up with something more refined but it 
sounds to me as if a fault has occured that would defy a purely software 
recovery.
