You need special RAM. I forget the details, but the 6400 pages at Low End Mac and the 6400 Zone will have all the details.

In order to use it I need to install 2 x 64 Mb of basic RAM or more if it will identify more than 128 Mb is this possible would I need RAM slot doublers?.

You can't go beyond 128Mb under any circumstaances. This issue was researched to death a few years ago. Sorry.

I will also need to install Cache RAM not sure what to look for here size or type ?.

L2 cache cards used to appear on eBay. They make a _huge_ difference to performance. They are specific to the 5400/6400/5500/6500.

A PRAM battery should not be any problem I assume it is different than the 6200 again what do I look for.

It's the cube-shaped one that Maplin used to list.

Will the power supply of the 6200 work with the 6500 if it does will it limit the use of the 6500 board ?. If I get my hands on a 6500 power supply will it be a straight replacement for the 6200 or will some other adjustment's be needed ?.

Some 6200 supplies had 3.3v lines; others didn't. If yours hasn't, you won't be able to use the PCI slots, but the main board should be OK.

Are there any other problems that any one could think of that I have over looked.

I just hope that a fully working 6500 wouldn't have been cheaper than the board you have plus all the extras you look as if you'll have to buy.

Also could any one help with supplying the items at a good price.

eBay may well be your best bet.
