This works for me, with two airport express base stations set up in WDS mode (I've just verified this with one of the Airport Expresses connected to the ethernet and the other connected to a machine with no wireless).

It might be worth trying to set up your Airport Express and Airport Extreme in WDS (Wireless Distribution) mode rather than having the Airport Express as a client of the Airport Extreme. Also worth making sure that you have the latest firmware (mine did).
