Problem solved! For some reason the "Display Library" extension had
become locked. By unlocking and then removing it temporarily, Classic
now loads happily in my admin account.
I think I must have become spoilt by OS X where the challenge of
trapping extension conflicts et al has been taken away (now, what do I
do if my kernel panics?).

Just over a month ago Dave gave me some hints on how to resolve my
problem getting at Classic from my administrator's account.
Despite trashing every preference file I could find that may have had
an effect there was no improvement in the situation.
I will probably continue to fiddle with it, but as I can access Office
98 from my kids' account I'll do that for now and, in time, buy Office
X or something to reduce my reliance on Classic (work has finally
moved onto Office XP after all).
Anyway, belated thanks for the advice.
