Sounds like somethings blown on the analogue board. I've had one or two CRTs do this to me. It's not uncommon in G3 iMacs for the analogue board to go. One of the symptoms on earlier models was the power LED sticking on orange and not going green, but yours sounds like a later revision with a white LED. The ticking is likely something shorting on the board.

The lack of any decent fans in the case means heat builds up and over the years the components wear out - much the same as they do in CRT monitors (it is really a CRT monitor with a computer in it afterall!). The problem is aggravated in some models by hotter running CPUs/RAM and hot running hard disks.

If anyone ever gives me one the fort thing I'll do is fit a fan under the handle to suck the hot air out.
