With some clever CGI, you can probably get away without using JavaScript, but
JS is by far the easiest way to do it.

Example JS code can probably be found at literally hundreds of sites but the
place I always go first is the official Netscape JS reference guide.  Can't
remember the URL because I always google it when I need it.

If your users are using properly written browsers and the page has a no-cache
attribute set in the meta tags, it should reload every time it's accessed.

Everything you need to do can be done within BBEdit alone, or even TextEdit,
for that matter.
