[mac] New developers and Domain Developer commit rights

Hi,

To avoid a new mess for people invited to become Domain Developers, I  
have written a document explaining all the steps :

Please have a look, and complete if necessary. Once ok, I propose to  
put it in a more central section, as example  : CommitRights in the  
wiki.
