There is no technical way to provide build of cws aquavcl02 and localisation12 in one build because they both contain module vcl. Thus the result is a HACK. Do not provide HACKs. Provide either aquavcl02 snapshot or localisation12 snapshot.
Or just wait to see on which milestone localisation12 will be based... maybe it will contain aquavcl02 already.
