Well, that is fine. As far as "if ... at all" goes, I believe every language pack should be build in the language of the language pack and maybe only as an option with English strings.
Why would one install a language pack? Because one uses that language and WANTS to use it in the gui of OOo. So the only logical way is that that language pack's gui is in the language of the language pack itself. English, IMHO, is only a second option, "if ... at all". That would make the build process much easier. Lp, m.
