The setup guide documentation has been too focused on unreleased features previously. I will only make a note that language packs are not supported and in development. The new features will be added later when the functionality has been tested and released.

Officially OOo 3.0 and OOo 3.1 on OSX do not have language packs, you must
install the correct full built language versions. Language packs for OOo on
OSX are still being developed as a feature, as you can see from that IZ
report.

Maybe they will be supported and included in OOo 3.2, but currently, that is
just an experimental thing. So the official guide should mention them only
as that.
