This sounds like it might be a DNS issue with the ISP that provides your Internet connection. When you type in an url like "apple.com", your browser has to figure out where to route that request by using what's called the Domain Name Service (DNS). DNS runs on servers operated by your ISP.
Generally you have at least two DNS servers configured in your Internet connection--a primary and a secondary. So if your browser sends its little DNS message to the primary and that fails to respond, it can try the secondary. If that fails then your browser cannot resolve the address and so gives you an error message. It kinda sounds to me like your service provider is having intermittent DNS server problems--sometimes your browser is able to reach one of the DNS servers and sometimes it isn't able to reach either of them.
