it's not available yet through itunes.  it is available through  
apple's website

download it and save it to where ever, just make sure to keep it in  
zip format.  open up itunes and plug in your ipod touch.  where the  
window says check for updates and restore, hold option and then  
click  check for updates to manually select the update file you just  
downloaded.  Then just wait.  :)
