I had that problem when switching from some previous version of Mac OS X like from 2 to 3. I finally switched to a new mail application (Thunderbird) . Eventually Apple solved the problem or at least I discovered that Apple's Mail worked again. Of course by then I was familiar with Thunderbird so I staid with it until just recently when I got my new computer. I haven't installed Leopard yet but hear that the Mail app under Leopard has some great new things so I wanted to get use to using Mail again.
