appRoot has to do with file system paths while urlBase has to do with 
URL paths from the root of the domain.  They just don't match up all the 
time when you mix in CFML mappings (which a lot of people do).  Also, 
depending on your application structure -- some applications are 
designed with core application files not web-accessible (being outside 
of the web root for security). Considering all of this, we decided to 
let them be individually configured.  Usually you just have to set it up 
once and be done.
