I've seen this error often when working on new features that would break the ColdSpring or Transfer startup, causing Mach-II to be halted before finishing configuration. I assumed it was a common situation. After fixing the problem outside of Mach-II, the AppLoader message appears once, and it's cleared away on the next request.
