Yes, this can be done with IPNetRouter

There are one or two other programs that can do this for you but their
names escape me at the moment. Also if you plan on putting Mac OS X on
the computer that will be hosting the modem connection to the other two,
then you will probably be able to set up the modem sharing without any
additional software (but note that doing so will require following
unofficial (non-Apple) instructions online and doing some UNIX-ish stuff.)
