I've been following this thread out of casual interest,
having charred quite a few nerve endings dealing with my own
cable ISP. The discussion is way beyond my technical
abilities, but in talking to a friend studying computer stuff
at a local technical college I learned a couple of strange
facts (urban legends?).
He told me that there is a neighbourhood in Toronto
where everyone has DNS lines although they are only paying
for the regular cable service. I think he said it was some
kind of test neighbourhood, which could account for anomolies
of all sorts, I suppose. This guy also told me that in
St.John's, Newfoundland, either part or all of the city is
connected with fibre optic cable. Speeds there are reputed
to be high.
