You have to be root first. Log in as root. Simplified version:

Make sure that in the System Prefs for the Login Window the Name and 
Password entry fields option is checked.

Also make sure that you've enabled root. In the Netinfo Manager:

in the Domain>Security menu Authenticate yourself. Type in your username 
and password. Then Enable Root in the same Security menuitem. You'll be 
asked for a password for root. Give it one, this will be the password 
used at login for root.

But, System will always own the drive/partition. As root you make 
folders (directories) and assign them to the users & groups. How I'm not 
exactly sure. You could make & assign folders thru the Terminal but I 
don't know enough to tell you how as I'm learning also
