the site you were accessing was probably slow, also many programs report a much slower speed than reality. remember, no matter how fast your connection is, the other machine has to try and keep up with it and any other users. i've seen similar speeds on some sites with a 26k modem, and i've seen some that send http nearly as slowly or slower as well when they are overloaded. your end is probably fine, there's is probably overloaded relative to what their server and internet bandwidth will support.
