OS 9.1 installer disks include the Apple Airport Utility which is what you need to configure one. It doesn't require that you have an Airport card, you do need to have a wired connection to configure it. There is at least one known problem with it where one or more of the capacitors on it fail rendering it non-working. I'm pretty sure a web search would find instructions for fixing it if you are soldering savvy.
