I wrote up Radar 29280854 about this with detailed steps. But it seems NSURLSession in iOS 10 can't handle as many simultaneous files/sessions to download as it did in iOS 9. After a while, downloading four sessions with 1000-2000 downloads each, all four stall in iOS 10. In iOS 9, they complete quite reasonably.
Does anyone know of changes to NSURLSession that might cause this?
