Thanks, Quinn. We're surviving with the additional throttling on top of NSURLSession, but I don't know how to move to using background sessions like I'd like to. Also, there's still the problem of timeouts starting from the time the task is started, rather than from when the task actually starts downloading. At least, I think that's still there.
