Annoying, this bug has been around since the OS X 10.0 days. We have some 
systems (one is a server on OSXS) for which the “automatic” time updates never 
happen unless the Prefs panel is launched. Then it quickly updates. Behaves 
like it’s quantum: it updates only when observed to do so.
