As of OSX 10.3, "Xcode" is the name for the whole suite, in addition to the specific XCode IDE. Maybe it was decided that the 10.0 - 10.2 era "[Month] [Year] OSX Develeoper's Tools" was a clumsy name that had to be retired, and that having the same name for two things was acceptably annoying. *shrug* -- Chris Devers
