libnet.cfg on 5.8.6

Having just installed 5.8.6 into /usr/local/bin I'm coming across the usual 400 
error when trying to use LWP in CPAN.

On 5.6.0 I just set ftp_int_passive to 1 in libnet.cfg but I can't find any 
corresponding file in 5.8.6.

Any help appreciated.
