Yes, for machines that shipped with 10.3. It should also be on the restore discs for the same machines. In a pinch, it doesn't have to be the "right" disc, either. E.g. if you have an iBook and an iMac and can only find the iBook's installation CDs, you can use them to install XCode on the iMac.
