cannot install cpan modules

Hi there, I saw many emails with the same problem, cannot install cpan modules. But no solution worked for me. I tried ActivePerl, but ppm command does not work. I am new to Perl and Mac OS.  Is some installation missing?  make install command does not work too. I am trying this all day long.
