Yes, you do. You need to read my entire message again, making a more sincere attempt to understand it this time. Everything you're asking for comes from creating that infrastructure. Asking users to upload random packaged bits as a substitute for actually doing the right thing for the project is like putting a band-aid on a gunshot wound, and just as likely to end in a bad infection and death.
