10.5 +universal builds

I'm attempting to create a universal mpkg for PSPP, however it seems to contain only the i386 variant of libintl (from gettext). It says only i386 exists when I run `file libintl.8.dylib`, but if I do it on the actual builds both versions are present.

Does anyone have any insight as to why this might be or how to get around it?
