$ clang -v
Apple clang version 3.0 (tags/Apple/clang-211.10.1) (based on LLVM 3.0svn)

Thread model: posix
$ xcodebuild -version
Xcode 4.2
Build version 4D199

and get
$  xgettext
xgettext: Eingabedatei fehlt
»xgettext --help« gibt weitere Informationen.

looks like it works according to your definition.
