The notion of repeatable builds means we only work from tags, not
HEAD. (Of course, the notion of repeatable builds seems to go over

application stacks when $component gets updated in an incompatible way?!)
I thought that might be the case. I would then recommend that sumo-devel
be retired, since having it be ancient does not seem helpful and taking
on frequent (daily?) updates seems like too much work for everyone.
If someone wants the freshest (and most mutable) code, build from source.
