Why don't we just make it easy for maintainers to upload a .tar.gz (or 
whatever) to our mirrors?

a /long/ time ago, we used to tell people to put a .tar.gz in the subversion 
repo (in their username directory) - which made it pretty simple for people to 
do (although it's not great for the repo).

... or we could write a lot of code to fix this (and the other problems with 
pulling files from a source repository) ...
