Unfortunately, this is a general trend, not limited to this site. I have been communicating with the GNU webmaster in charge of https://ftp.gnu.org <https://ftp.gnu.org/> as I have been blocked (actually delayed beyond time out) from running livecheck and downloading source code from there.
For the past several weeks (off and on) I couldn’t check if the GNU packages I maintain have been updated.
