The mpfr port stores its distfiles in a directory for each

http://distfiles.macports.org/mpfr
So you would need to run this:
sudo env MASTER_SITE_LOCAL=http://distfiles.macports.org/mpfr/
2.3.2 port -v
fetch mpfr
