Is it "normal" to have to "force uninstall" a port before a new version can be provided?

No; cyrus-sasl2 has unique needs.

Instead of force-uninstalling, you could deactivate the old cyrus- sasl2, then install the new cyrus-sasl2. Then you can uninstall the old cyrus-sasl2. With MacPorts 1.6.0, this will still require you to use the -f flag to force it, but with MacPorts 1.7.0, uninstallation of a deactivated port when a newer version has already been installed will not require forcing.
